This article puts forth the idea that contrary to having no plan for Iraq, the Bush administration actually planned to use Iraq as a great capitalist experiment by immediately privatizing everything, selling off state assets, opening the country wide for trade and foreign investment, etc.  The closest thing to pure capitalism possible in the real world.  Unfortunately, much of it is backfiring and it does explain a lot of the weirdness we are seeing over there.  Well worth a read.
